Success and failures

"UN was not created to take mankind to Paradise, but to save humanity from hell"

Success

The mandate of the UN Stabilization Mission in the Democratic Republic of Congo (MONUSCO) was renewed until 31 March 2018. The aim for mission now is to support the election processes in Congo and continue to protect civilians but the maximum force has been reduced by 3000 personnel. MONUSCO needs to sustain in DRC for the better of future of the country. Since it's establishment as MONUC in 2001, the operation has been a major provider for jobs for the citizens of DRC. Removing MONUSCO might have a great impact on the country's national economy.

Additionaly, MONUSCO peacekeepers carry out aperation that help the Congolese population. For instance the Uruguayan deployment of 1,154 troops and experts on mission had provided humanitarian help such as dontion for sports clothing to a school in Goma and also donated clothes and accessories to orphanage in the same city. Surely, what DRC requires is economic and political stability, development and peace, but these humanitarian acts should also be considered. MONUSCO, through its regional intervention brigade provided by South African Development Community(SADC), has also supported to defeat the rebels in the Eastern part of the country. So far MONUSCO has tried it's level best to maintain peace and has succeeded to an extent.

Failure

Though this mission had achieved success to some extent, this mission has also encountered many failures and challenges. The the complicated  to maintain the Congolese conflict is one of the biggest and most expensive in UN's history. Since 1999, the UN peacekeeping effort in DRC costs about $8.7 billion and total number of UN troops have surpassed 20,000. More than thirty nations have contributed military and police personnel. This itself becomes on of the biggest failures, that these many countries have been contributing, UN has spent so much of it's money and still spending, more than 20,000 troops.

These all efforts are being applied but still the problem is yet not be resolved. These many efforts also have failed and not able to maintain peace and stable government in DRC. The troops which UN sends are also not much reliable as there have been many cases of rape. There are human rights violation done by the UN officers which breaks the trust and becomes a fear.

Main issues that have questioned the UN's presence in the Eastern Congo began when they have failed to protect the citizens. Despite of having these many troops and offered security, an August 2010 UN Mapping Report listed 139 incidents in which international criminal laws were violated, leading to crimes such as rape, murder, slavery and genocide.

UN has failed to maintain peace and protect the civilians as the crime rates are still increasing. Peacekeepers in Goma have been also blamed for just standing when the rebels took over and conquered the city of Goma.

Today, The Congolese disappointment is too obvious to see. Children throw rocks  on UN mission trucks as they pass by. The current government in Kinshasa includes several officials who have been accused by war crimes. There are no steps taken for the  frightened civilians in Eastern Congo as the government does not pay attention and nor the UN. The United Nations must take an active step in this Congo mission as their strategy has not been working out.

Suggestions

The UN should have helped Congo in making better relationships with their neighboring nations like Rwanda. By better relations they can solve each other's problems. This would eliminate the rebel groups which are rising against the government. Currently there are M23 rebellion group has took over some regions as this is the M23 crisis. About 1,40,000 people have been displaced because of the recent M23 activity in eastern Goma. Although there is a development in the security, humanitarian agencies find it difficult to give basic needs to 1,40,000 civilians. It is necessary to meet the immediate humanitarian needs of the citizens promote some peace processes that will prevent a conflict. There should be negotiation between the M23 rebellion group and the Congolese government. Although this mission had reached some success it has failed to obtain peace and failed to prevent Goma's capture. The solution here can be that there should be change in the mission mandate of MONUSCO as they should focus on reality on the ground. Here UN is trying hard to solve the problem but is not able to, so the international community should step in and help Congo in terms of humanitarian aid. Normal people can also help the UN by donating some money to the people who are helping there. The solution can be first making a stable government which can handle these problems.
